Rebecca S. Singh, Esq.

Rebecca is a Partner with Mona Shah & Partners Global, headquartered in New York, and serves as Managing Member of the firm’s United Kingdom office. She has been recognized as a Top 5 EB-5 Rising Star and subsequently as a Top 25 EB-5 Attorney.

With more than fifteen years of EB-5 experience, Rebecca is an advanced practitioner who has successfully handled some of the program’s most complex situations. She has worked with numerous project developers, analyzing and crafting entrepreneurial, direct-pooled (pre-RIA), and regional center projects from I-526 through I-829. Well versed in USCIS compliance, she advises clients on policy and integrity measures and routinely receives co-counseling requests from regional centers, projects, and investors seeking assistance with sophisticated Requests for Evidence (RFEs) and Notices of Intent to Deny (NOIDs).

Beyond project work, Rebecca counsels investor clients through every stage of the EB-5 Immigrant Investor Program. She has led teams that have successfully filed thousands of source-of-funds petitions for clients worldwide, and she is experienced in complex consular processing and adjustment of status matters.

Rebecca also advises on residency and citizenship by investment (RCBI) programs globally, helping investor clients identify the right jurisdiction and structure for their long-term mobility planning.

On the capital-raising side, Rebecca has extensive EB-5 marketing experience, helping developers attract qualifying investment from global markets. She has been invited to speak at conferences both domestically and overseas, and has published widely with AILA, LexisNexis, Immigration Daily, and other leading EB-5 journals. She also produces and appears on podcasts and other media. She serves on the Leadership and Public Policy Committee of Invest In the USA (IIUSA) and is an active member of the American Immigration Lawyers Association (AILA).

Rebecca’s broader immigration practice includes nonimmigrant employment visas, including L-1 intracompany transferees and E-1/E-2 treaty traders and investors. She handles federal Circuit Court litigation as well as representation before the Executive Office for Immigration Review (EOIR), encompassing deportation and removal proceedings, asylum, cancellation of removal, and prosecutorial discretion matters. She has represented DACA clients and has worked with the FBI and government counsel to assist clients with criminal convictions. Rebecca is admitted to practice in the State of New York and before the United States District Court for the Southern District of New York. She earned her Juris Doctor from Florida Coastal School of Law in 2010, where she also received an International and Comparative Law Certificate. A proud Hokie, Rebecca graduated magna cum laude from Virginia Tech in 2007 with a Bachelor of Science in Psychology and a minor in History.
